The main goal of any balance, observing that the four RACES, not countries, that come from diferent points of the galaxy,is to note that they would have VERY diferent military concepts, that must to be determined by the capability of each military group to fullfil determined combat and strategic tasks to finish their objetives.
Unit interbalance cannot be discussed here , because , as example, Flashes and Gators already have a lot of versions to balance each other in TA, and it not rebalanced the game at all, but, at maximum, balanced certain games in some maps.
German army officers in WW2 claimed for T-34s, to balance tank skirmishes, but what happened was the creation of the very expensive, viz-a-viz T-34, Panther, the best WW2 tank.
The four races concepts here, are VERY diferent, as their units , weapons, cost and capabilities, being the balancing building to be done by cost/benefit basis when possible ,
mathemagiks , and observation & logics..
The first race are more human,
the Uniteds,with smaller one task units, centred in bigger transport mobile bases.
The second is an Epic, designed for a glorious fight without much armor and basically sea based,
the Atlanteans.
The third is a slower pace steel & fire heavy race, for while named
The Rusters.
The fourth is a
high tech one, sporting the ultimate technology in all fields, but also the most expensive.
Concept of the battleship
All concept models are being made firstly by the oooolde pen and paper notebook method, since the general unit layouts and texes, to the unique landing gears and other minor fittings for each race.
